It aimed to clarify the role of digital media in shaping public opinion, building the mental image of candidates and parties, its use in electoral campaigns, and its reflection on participation, abstention, and shifting electoral preferences, with a focus on the Iraqi Council of Representatives elections of 2021 and 2025.The study concluded that digital media has become an important element in Iraqi electoral behavior. It contributed to expanding political engagement and enhancing the voter’s ability to follow candidates and evaluate their discourse. However, its impact does not operate in isolation, but rather interacts with other factors, most notably trust in institutions, social affiliations, government performance, the level of political awareness, and the nature of electoral discourse. The study also showed that the most effective digital campaigns are those that combine online activity with on-the-ground presence.
