Assistant Lecturer Omar Salman Jasim

Assistant Lecturer Omar Salman Jasim, a faculty member at the College of Political Sciences, Al-Nahrain University, published a research paper titled “The Legal Framework for the Iraqi Council of Representatives Elections 2025.” The paper was published in the peer-reviewed journal issued by Al-Mustansiriyah University, College of Political Sciences, Strategic Research and Studies Unit, in its fifth issue, third year, October 2025.

The research paper examined the substantial amendments made to the Iraqi Election Law No. 4 of 2023, which included candidate eligibility criteria, the definition of a displaced voter, and the adoption of a single electoral district per governorate. The study highlighted that these amendments aimed to enhance transparency and regulate electoral rolls. However, they sparked constitutional controversy after the Federal Court overturned some provisions of the law.
