A PhD thesis was discussed

at Al-Nahrain University’s College of Political Sciences, titled “The Public Policy Cycle between the Requirements of the National Integrity System and the Imperatives of Sustainable Development Goals” by researcher Raed Rabee Fadel. The thesis aimed to analyze the public policy cycle as an interconnected system of stages (policy-making, formulation, decision-making, implementation, and evaluation), focusing on the requirements of the National Integrity System as an institutional framework supporting the effectiveness of these stages, and linking them to sustainable development indicators and goals.

The study sought to bridge the gap between the institutional dimension represented by “national integrity” and the programmatic dimension related to “sustainable development” by proposing a practical framework and application tools that enable decision-makers to design more transparent and effective policies. These policies ensure optimal resource utilization, enhance accountability, and promote good governance.

The thesis also discussed international and regional frameworks supporting integrity and combating corruption, reviewing governance tools as means to promote integrity and achieve development. Comparative applications were made through case studies of countries like Singapore, Georgia, and Nigeria.

The study’s significance lies in its contribution to providing evaluative indicators and practical mechanisms that help researchers, specialists, state institutions, and civil society translate integrity and development principles into implementable policies and tangible outcomes. These contribute to societal well-being and enhance trust between the state and citizens.
