Academic Achievements

Asst. Lecturer Omar S. Jassim, College of Political Science, Al-Nahrain University, published a research paper titled “Preemptive War in Israeli Doctrine: Theoretical Roots and Practical Applications” in the Iraqi Political Science Association Journal.

The paper examines the historical and intellectual development of preemptive war in Israeli military doctrine, analyzing its theoretical roots and practical applications from the 1967 war to modern confrontations with non-state actors and Iran.

It highlights shifts in Israel’s ability to initiate conflict due to evolving threats, diminished traditional deterrence, and rising unconventional warfare. The study concludes that preemptive war, despite being central to Israeli doctrine, is no longer decisive, and the current strategic environment forces a shift toward mutual deterrence, constraining Israeli action.
