Ph.D. Thesis at Al-Nahrain University Explores the Role of Political Systems in Achieving a Welfare State
The College of Political Sciences at Al-Nahrain University discussed a Ph.D. thesis titled “Political Systems and their Role in Achieving a Welfare State: An Applied Study” by researcher Amer Naeem Naji. The thesis aims to analyze the relationship between the nature of the political system and the adoption of a welfare state model, through a comparison of democratic and non-democratic experiences, and to reveal the differences in goals, mechanisms, and outcomes, and to demonstrate the role of the political system in shaping welfare policies and achieving stability and development.

The study examined the concept of the welfare state and its importance in ensuring a minimum standard of living and basic services for citizens, highlighting the varying motivations for adopting this model depending on the nature of the political system. It also showed that welfare contributes to social and political stability, provides social safety nets, increases productivity, and creates an attractive environment for long-term investments.

The thesis concluded that the nature of the political system is a crucial factor in determining the goals and tools of welfare policies, as democratic systems link it to citizenship and social justice, while non-democratic systems use it to enhance legitimacy and stability.
