Dr. Haider Qahtan, a professor, published a research paper in the Iraqi Journal of Political Science, titled “The Impact of National Culture on Iranian Foreign Policy after 1979.” The study examined the role of cultural factors, specifically national culture, in understanding and analyzing the positions and orientations of countries on the international stage.
According to behavioral theory in international relations, the behavior of countries is an extension of the behavior of decision-makers who belong to the society of that country and are influenced by the prevailing general culture, as well as the society itself, which forms a local public opinion that pressures decision-makers.
The study concluded that national culture plays an important role in shaping the basic, fixed, and general strategic orientations of Iranian foreign policy, despite the differences in the nature of successive political systems in Iranian political history, from the Shah’s regime to the Islamic regime.”
